In 2005 the BPF issued a subletting declaration, which consisted of a statement by various landlords, stressing that where they incorporate sub-letting provisions in new leases, these would allow for sub-letting at the market rent; and with existing leases, they would allow tenants with a right to sub-let to do so at the market rent, save in certain exceptional circumstances. Other industry participants, such as agents, insurers, bankers and law firms, were also encouraged to sign up as supporters of this approach.
